"High-efficiency" is a marketing word — but the underlying numbers are real and they matter in Phoenix more than almost anywhere else. Here's the picture, without the brochure language.

What is SEER and what does it mean?

SEER (Seasonal Energy Efficiency Ratio) measures how much cooling a system produces per watt of electricity over a season. Higher SEER = more efficient. Since January 2023, the federal minimum in Arizona (the DOE's southern region) is 15 SEER2, which translates to roughly 15.7 under the older SEER measurement. "High-efficiency" typically starts around 17 SEER2 (about 18 SEER old-scale). Variable-speed systems run in the low-20s SEER2 — the top tier on the market today.

How much can I save with a high-efficiency system?

Going from a 10 SEER system (typical of 15+ year-old equipment) to a 16 SEER system cuts cooling costs by roughly 35–40%. Going to 20+ SEER cuts another 15–20% on top of that. In Phoenix where cooling runs $200–$400 a month in summer, the savings add up fast.

Are variable-speed systems worth the upcharge?

For most Phoenix homes, yes. Variable-speed compressors run at lower output most of the time, ramping up only when needed. That means quieter operation, better humidity control, fewer on/off cycles (which is what wears equipment out), and lower energy use across the cooling season. The 20–30% upcharge over single-stage typically pays back in 5–7 years.

What about heat pumps?

Heat pumps work well in Phoenix's mild winters. APS and SRP both offer rebates for heat pump conversions, and the federal 25C tax credit covers up to $2,000 of the install cost. Modern variable-speed heat pumps handle 115° cooling and 40° heating in one unit. If you're replacing an old gas furnace + AC combo, a heat pump conversion is worth pricing.

What rebates and incentives are available?

APS and SRP both have HVAC rebate programs that change yearly. The federal 25C Energy Efficient Home Improvement Credit covers up to $3,200/year for heat pumps, insulation, and energy audits. Manufacturers (Trane, American Standard, Daikin) run seasonal rebates too. We track the current programs and file the paperwork.

What size system do I actually need?

Whatever a Manual J load calculation says, not what your old system was sized for. Old systems were often oversized, which causes short-cycling and humidity problems.
